Search and the Public Index are complementary. Search retrieves matching public text. The Index provides stable, crawlable pathways through the complete public architecture.

The subject index groups public material within the following families:

A page or resource can appear under more than one subject where the controlling register records more than one genuine relationship.

The concept index provides direct routes to the principal public explanations of WFO’s controlled language and operating ideas.

It includes Authority, Capital Defence, Decision, Evidence, Family Capital, Influence, Map and Territory, Professional Map, Provenance, Recoverability, R³, Six Capitals, Standing & Discretion, Stewardship, Time-Binding, Time-State and Value.

Concept entries link to the defining section and to materially related applications. They do not substitute a short search snippet for the maintained definition.

This index identifies people and institutions with a substantive public role in WFO pages, publications, family records or external verification.

A person or institution appears only where the public record supports the association and the relationship is relevant to understanding the material.

Entries distinguish personal capacity, WFO capacity, family relationship, authorship, reconstruction, appointment and external institutional responsibility.

The index does not create public profiles for private persons or expose non-public relationships.

The resources and Evidence index provides routes to:

• Superseded documents retained for Provenance;
• Historical resources;
• analytical tools and frameworks;
• public statements;
• public historical notes;
• accessible HTML transcriptions;
• controlled PDF or downloadable versions;
• and authoritative external verification sources.

Each record identifies its title, Purpose, type, version, date, status, canonical location and supersession relationship where applicable.

The publications index provides routes to:

• Recent Research;
• Selected Research;
• the complete Publication Archive;
• Current Research Programmes;
• publication series and identifier families;
• subject and concept classifications;
• author records;
• the publication feed;
• and the machine-readable publication index.

Every public publication record remains reachable through server-rendered archive links and its canonical HTML page. Search or client-side filtering is not the only route to the archive.

Index entries link to the most useful public location.

Where a page contains several distinct subjects, a concept, person or resource entry can link directly to the relevant anchored section while preserving the page’s canonical URL.

Deep links use stable, descriptive fragment identifiers. A fragment identifies a location within a canonical page; it does not create a separate canonical record.

Resources within the Public Index use the following status classifications:

The operative public version at the stated Time-State.

A resource replaced by a later version but retained to preserve Provenance, citation or institutional history.

Material preserved as Evidence of an earlier publication, event, reconstruction or institutional position.

Status concerns the resource as a public record. It does not by itself determine the continuing legal or evidential effect of the underlying matter.

The Index contains material WFO has placed in the public domain.

It does not list private family information, non-public personal data, transaction data rooms, controlled-diligence records, privileged legal material, confidential professional advice, private valuations or financial records, internal Decision records, security-sensitive material or information restricted by law, contract, duty or institutional Risk.

Where non-public Evidence is required for a legitimate professional Purpose, the appropriate route is the Diligence Request Protocol.

The canonical version of a page or resource is the version published at its designated WFO route.

Search-engine results, cached copies, downloaded PDFs, archived versions and third-party references can remain useful Maps. They do not replace the maintained canonical record.

Where public material changes, WFO preserves appropriate version and status information so that a reader can distinguish the Current position from a previous Time-State.
