WFO publishes selected institutional material so that readers can understand its identity, Governance, Stewardship, operating principles and approach to professional relationships.

It brings together public Governance documents, policies, statements, analytical resources, Research and supporting Evidence while preserving the identity, status, date and Provenance of each resource.

The public library is not a transaction data room. It establishes institutional context and provides a controlled point of departure for deeper professional diligence where a legitimate Purpose exists.

Public Resources & Evidence helps readers to:

• locate authoritative WFO material;
• distinguish current documents from superseded or historical records;
• understand the Purpose and status of each resource;
• access readable HTML and controlled PDF versions where available;
• verify external or underlying sources where appropriate;
• identify related material without relying upon site navigation alone;
• and move from public information to controlled diligence through the correct institutional pathway.

Publication makes relevant information visible. It does not remove the need to examine its scope, limitations, date or relationship to the underlying Territory.

Each substantive public resource has a canonical record.

According to the nature of the material, that record identifies:

• title;
• subject;
• Purpose;
• document or resource type;
• author or responsible owner;
• approval Authority where applicable;
• effective or publication date;
• current version;
• review date where relevant;
• status;
• canonical HTML route;
• controlled PDF or downloadable asset;
• related resources;
• external or underlying sources;
• and any material limitation upon use or interpretation.

The canonical record enables a reader to identify what the resource is, why it exists, which version is current and how it relates to other WFO material.

A search result, detached PDF or third-party copy does not replace the canonical record.

WFO applies three principal public-resource statuses.

A Current resource is the operative public version at the stated Time-State.

Current does not mean immutable. The resource remains subject to applicable review, amendment and replacement controls.

A Superseded resource has been replaced by a later version but remains available where retention supports Provenance, citation, historical understanding or accountability.

The superseding resource and effective date are identified.

A Superseded resource does not govern a later Decision merely because its original URL or PDF remains accessible.

A Historical resource records an earlier position, event, publication, reconstruction or institutional Time-State.

Historical status does not imply that the resource was defective. It establishes that the material should be read within its original context rather than treated as a statement of the current WFO position.

WFO preserves the lineage of material capable of influencing professional understanding.

Where appropriate, the public record shows:

• the original publication or effective date;
• material revisions;
• the Authority responsible for approval;
• the relationship between successive versions;
• corrected metadata;
• supersession;
• and the location of the current canonical resource.

Formatting, accessibility and metadata can be normalised for current publication without silently rewriting the underlying historical work.

A corrected title, abstract, identifier or link does not erase the source record from which it arose.

Publication does not make every resource equivalent Evidence.

A public item can constitute:

• a formal WFO Governance document;
• an institutional policy or statement;
• a public summary of controlled underlying Evidence;
• an analytical model or working framework;
• an independently produced professional document;
• an external authoritative source;
• historical material;
• Research;
• commentary;
• or explanatory website copy.

The resource record preserves the relevant classification.

A public summary does not acquire the evidential weight of the underlying document merely because it is easier to access. Equally, a controlled source does not lose its significance because the public version appropriately withholds sensitive detail.

Where an external source materially supports a public statement, WFO identifies that source where lawful, proportionate and useful.

External verification includes, according to the Territory:

• public corporate registers;
• legislation and authoritative guidance;
• professional or institutional publications;
• recognised standards;
• public appointments or records;
• published accounts or filings;
• archival sources;
• and third-party publication platforms.

An external link establishes access to the cited source at the relevant Time-State. It does not transfer responsibility for third-party content to WFO.

Links and source status are checked before deployment and reviewed where the underlying material is dynamic or material to institutional reliance.

WFO distinguishes public institutional information from non-public Evidence.

Public resources explain the Office, its governing principles and the material it has elected to place in the public domain.

Non-public Evidence includes, according to context:

• identity and ownership documents;
• bank, tax and accounting records;
• transaction documents;
• valuations and professional opinions;
• security and collateral information;
• contracts and commercial rights;
• privileged legal material;
• personal data;
• internal Governance and Decision records;
• detailed risk assessments;
• and information subject to confidentiality, security or contractual restriction.

The existence of such material can be acknowledged without publishing the material itself.

Where an institution or professional counterparty requires non-public information for a legitimate transaction, banking, credit, investment, legal, regulatory or professional Purpose, WFO uses the Diligence Request Protocol.

The request identifies:

• the requesting person and institution;
• the professional capacity in which the request is made;
• the intended Purpose;
• the Evidence required;
• the relevant legal, regulatory, credit or professional basis;
• the persons entitled to receive it;
• the proposed method of handling;
• and the period for which access is required.

Disclosure remains proportionate to the established Purpose.

Publication of this library does not create a right to receive confidential information or transfer Decision Authority over disclosure to the requester.

Each resource should be read according to its stated Purpose, status and limitations.

Unless expressly stated in Definitive Documentation, public resources do not constitute:

• an offer or solicitation;
• financial, investment, legal or tax advice;
• a guarantee;
• a representation of present liquidity;
• a valuation or fairness opinion;
• proof that a proposed transaction is executable;
• a waiver of confidentiality or privilege;
• or a substitute for independent professional diligence.

A person considering reliance upon material information remains responsible for establishing whether the resource is current, applicable and sufficient for the intended Purpose.

WFO publishes substantive public material in forms intended to remain:

• discoverable;
• readable;
• citable;
• accessible across common devices;
• linked to its canonical record;
• and available to search engines and appropriate machine interfaces.

Material information is not made dependent upon client-side search or filtering as the only route to access.
