Windmill Family Office Ltd provides the principal modern legal and administrative form through which the Office organises Governance, records, Stewardship, Succession and appropriate professional and institutional relationships.
The company is incorporated in the United Kingdom in 2026.
Where a Decision, relationship or obligation requires a legal person, owner, counterparty or authorised signatory, WFO identifies the relevant capacity expressly. Family Governance, delegated Authority and the statutory Authority of a company or other legal person remain distinct.
PURPOSE
Preserving family capability—not merely family assets
WFO exists to help successive generations maintain coherent Purpose, Capital, Authority, Knowledge and responsibility as circumstances and custodians change.
The Office:
- coordinates family interests without treating different owners, entities or capacities as interchangeable;
- establishes proportionate Governance and Decision pathways;
- identifies, classifies, Evidences and stewards family Capital;
- maintains records, Decision rationale and institutional memory;
- coordinates appropriate professional advice;
- protects reputation, relationships and institutional standing;
- supports the development and responsible deployment of Capital;
- prepares deliberately for Succession and Continuity;
- and preserves the capability to judge and act rather than merely transmitting inherited conclusions.
THE OFFICE AND FAMILY CAPITAL
WFO is a Governance and Stewardship framework coordinating family Capital, enterprise, Knowledge, relationships, heritage and Succession.
Capital is wider than the conventional balance sheet and is examined through the Six Capitals and their Capital Interlocks:
- Financial Capital;
- Cultural Capital;
- Relational Capital;
- Intellectual Capital;

- and Knowledge Capital.
The framework does not imply that every form of Value has a credible financial valuation or that Values across different dimensions are automatically additive.
WFO values Capital financially where a credible economic basis exists. Other forms of Value remain capable of identification, Evidence, Stewardship and protection through appropriate qualitative or other measures.

Purpose
Purpose establishes why Capital, Authority, resources and relationships are held or deployed.
Governance defines Authority, responsibility, escalation and the conditions under which material Decisions are made.
WFO distinguishes assertion from Evidence and records, where relevant, source, Provenance, ownership, Time-State, assumptions, limitations and professional verification.
Decision
A material Decision identifies the Decision Requirement, relevant Capital, alternatives, Risks, dependencies, consequences and implementation route.
Professional integration
WFO coordinates relevant financial, legal, tax, valuation, technical, operational and other specialist perspectives without treating one Professional Map as a substitute for another. Each adviser retains responsibility for the scope and limitations of their own professional work.
Stewardship preserves, develops, deploys, transforms and transmits Capital in support of Purpose across generations.
Continuity
WFO maintains records, relationships, Authority pathways and Succession arrangements so that responsibility does not depend entirely upon one person’s memory or availability.
CAPITAL DEFENCE
WFO applies Capital Defence across all Six Capitals, seeking to protect family Capital against avoidable permanent impairment while recognising preservation does not necessarily mean retaining every asset, relationship, structure or historic approach unchanged.
Depending upon the Territory, Capital Defence can require preservation, development, adaptation, diversification, restructuring, repurposing, transfer, Realisation or disposal.
WFO therefore distinguishes:

- ownership from practical Control;
- wealth from liquidity;
- liquidity from debt-service capacity;
- collateral Value from net recovery proceeds;
- and theoretical Value from practical Recoverability.
R³ tests the extent to which Value remains recoverable, accessible or deployable in the relevant Time-State and circumstances.
SCOPE
Private family affairs
WFO exists principally to serve the family’s own Purpose and proprietary interests. It may seek finance or Capital for WFO, family, asset or enterprise purposes and may make selected capability available externally through properly governed appointments and engagements.
Its scope includes, as relevant:

- family Capital and enterprise interests;
- investment and Stewardship arrangements;
- records and Provenance;
- Capital Defence;
- professional and institutional relationships;
- Private Banking and financial infrastructure;
- Risk and Continuity;
- Succession and family learning;
- Culture and heritage;
- Research and Knowledge;
- property and other family interests;
- and public-service, charitable and professional participation.
The existence of a family interest does not make every personal activity an activity of WFO.
Family members undertake external professional, commercial, public-service or charitable work in their personal or separately contracted capacities. WFO represents such work as an Office activity only where a specific mandate, capacity and Authority establish that position.
GOVERNANCE AND AUTHORITY
WFO distinguishes family Governance from statutory, contractual and delegated Authority.
Leonard G. Windmill serves as Honorary Chairman, representing the senior living generation, family history and institutional memory.
Steven Windmill serves as Principal and Director of Windmill Family Office Ltd. He retains responsibility for Purpose, strategic direction, Governance, Capital Stewardship, major Decisions and institutional relationships.
Roger Windmill serves as Director of Investment & Stewardship, Principal-Designate and Chair of the Investment Committee. He supports investment and professional coordination, integration, Knowledge Management and deliberate preparation for Succession.
Titles describe approved roles within the WFO framework. They do not create Authority beyond the statutory, contractual or delegated Authority actually held.
PROFESSIONAL AND INSTITUTIONAL RELATIONSHIPS
WFO maintains orderly relationships with professional advisers, private banks, institutions and other legitimate counterparties.
The Office:
- identifies the capacity in which each party acts;
- establishes Authority and conflicts;
- defines the Purpose and scope of engagement;
- distinguishes public context from controlled Evidence;
- coordinates relevant professional disciplines;
- records material assumptions and limitations;
- protects confidential, privileged and personal information;
- and subjects the credibility, incentives, capability and standing of counterparties to reciprocal diligence.
WFO does not require legitimate professionals to navigate repeated general enquiries. The relevant public gateway, professional contact or controlled-diligence route directs them to the information appropriate to their requirement.
STANDING AND DISCRETION
WFO treats reputation, trust and recognised standing as forms of Capital capable of development, deployment and impairment.
Introductions, recommendations, commitments and associations are governed deliberately. A commercially attractive opportunity can be declined where conduct, opacity, incentives, conflicts or foreseeable consequences create disproportionate Risk to the family, the Office or its relationships.
Disclosure follows the legitimate requirement. The existence of information does not itself establish that every person requires access to it.
HERITAGE AND MODERN FORM
The company is new; the duty is not.
The present record distinguishes more than 1,000 years of Bacon heritage, approximately four centuries of Windmill family history, an identifiable family Capital-stewardship tradition for which the earliest presently identified Evidence dates from 1891, and the incorporation of Windmill Family Office Ltd in 2026.
WFO presents documented history, family tradition, interpretation and uncertainty according to their proper Evidential status. The legal age of the company is not presented as the age of the family or its Stewardship tradition.
INSTITUTIONAL BOUNDARY
WFO does not:
- manage third-party Capital;
- accept deposits;
- offer investment, banking or credit products;
- provide regulated financial services to the public;
- provide public investment recommendations;
- solicit regulated financial business;
- accept public applications for funding;
- or represent itself as a bank, lender, credit-rating agency or regulated investment firm.
The Office can provide identity, Governance, Source of Wealth and Continuity context to a legitimate professional counterparty. That context does not constitute a guarantee, security interest, commitment or assumption of responsibility for a family member’s personal or corporate obligations.
WFO assumes an obligation only where the relevant legal person and authorised decision-maker establish it expressly through applicable Definitive Documentation.
