WFO designs, publishes and maintains its public website so that its information can be understood and used by the widest practicable range of people.

Accessibility forms part of institutional quality. It is considered in the structure, language, visual presentation, navigation, documents and continuing maintenance of the site.

The v5 website targets WCAG 2.2 Level AA across its public HTML pages.

This target guides the way WFO addresses:

• text and visual contrast;
• keyboard access;
• visible focus;
• headings and page structure;
• link purpose;
• images and text alternatives;
• forms and labels;
• page reflow and magnification;
• navigation consistency;
• error identification;
• and compatibility with common assistive technologies.

A conformance target is not presented as a certification. Any formal conformance statement depends upon the completed site, the content included within the assessment and the Evidence produced through testing.

WFO structures public pages so that readers can:

• navigate using a keyboard;
• identify headings and content relationships;
• understand links from their surrounding text;
• enlarge or reflow content without unnecessary loss of meaning;
• distinguish interactive elements;
• and move through the site in a consistent order.

Meaning is not intentionally conveyed through colour alone.

Language is kept as clear as the subject permits. Where WFO uses controlled terminology, capitalised concepts or specialist distinctions, the surrounding text or Glossary provides the necessary explanation.

Informative images include appropriate text alternatives.

Decorative images do not create unnecessary interruption for assistive technology.

Where a diagram carries material information, WFO provides an accessible textual explanation of its structure, meaning or principal relationships.

A visual Map does not become the sole route to understanding the underlying proposition.

WFO provides substantive public information in accessible HTML wherever practicable.

Downloadable PDFs, spreadsheets and other documents support fixed records, professional use, citation, historical preservation or detailed analysis. They do not replace accessible HTML where the information is material to understanding WFO’s public position.

Controlled documents are reviewed for:

• meaningful reading order;
• headings and document structure;
• selectable text;
• link identification;
• image alternatives where relevant;
• sufficient contrast;
• and intelligible document titles and metadata.

Historical resources are preserved faithfully. Where an older document cannot be fully remediated without altering the historical record, its limitations are identified and an accessible summary or alternative format is provided where proportionate.

The website is designed to operate with current mainstream browsers and common assistive technologies.

Individual outcomes differ according to browser, device, operating system, assistive technology, personal settings and the age or format of particular content.

WFO does not prevent users from applying browser zoom, text enlargement, contrast settings or other user-controlled accessibility adjustments without a necessary technical or security reason.

Some public resources link to websites, platforms or documents maintained by third parties.

WFO selects and describes those resources according to their substantive relevance. It does not control the accessibility, continuing availability or technical behaviour of an external service.

Where an external source creates a material access barrier, WFO considers whether an alternative public source, description or format can provide the necessary information.

Accessibility testing continues through the trial build and before public deployment.

Any material limitation identified during testing is recorded with:

• the affected page or resource;
• the nature of the barrier;
• the users or functions affected;
• the available alternative;
• the corrective action;
• and the intended review or resolution state.

WFO does not describe an unresolved material barrier as compliant merely because automated testing has not detected it.

Automated testing contributes Evidence. It does not replace keyboard testing, screen-reader examination, visual review or informed human judgement.

A person who cannot access material published on the website can request a reasonable alternative format.

The request should identify:

• the page, document or information concerned;
• the access difficulty;
• the preferred format or adjustment;
• and an appropriate means of reply.

WFO considers the request according to the information, format, Purpose, available source material and practical adjustment required.

WFO welcomes specific information concerning an accessibility barrier.

Useful reports identify:

• the relevant page or document;
• the task being attempted;
• the device, browser or assistive technology used where relevant;
• the nature of the problem;
• and the outcome required.

WFO records the issue, establishes its significance and incorporates appropriate correction into the website or document-control process.
